While there’s little danger that the Halter USX China Index will charge ahead suddenly and give us a new buy signal, we’re pleased that the Index has bounced nicely off its December 19 low and is building a credible uptrend. This year has been a challenging one for emerging-market investors and we won’t be sorry to see it go. But there’s considerable brightness on the horizon, as the economies of China, the U.S. and Europe are showing the potential for improving strength.
